Delays at Ontario’s Landlord and Tenant Board (LTB) can leave both landlords and tenants waiting months for a resolution. But for residents in York Region, there’s a quicker, no-cost alternative: mediation.

York Region Community Mediation Services, a federally funded program, offers free, confidential mediation services with no current waitlist. The program provides a streamlined way to resolve disputes outside of the LTB process — often within just three to six weeks.

“Mediation is private and what’s shared stays in the room,” said program manager Jennifer Lam, who oversees the service. Before sessions begin, all parties sign a confidentiality agreement ensuring discussions can’t be used in future legal proceedings.

Each case is handled by two neutral mediators from a large volunteer pool to maintain fairness. Sessions are flexible and can be held online via Zoom or in person at libraries and community centres. The service also accommodates multiple languages and various time preferences.

Disputes handled through the program range from rental arrears and maintenance issues to conflicts between tenants. If an agreement is reached, a written memorandum of understanding is created and signed by both parties.

Even if the result leads to the end of a tenancy, mediation allows for creative, mutually acceptable solutions — often avoiding the stress and delays of formal hearings.
